The curious world of Human Resources
The
Land Registry has, in recent times, displayed a strange
slant on Government policy when it comes to HR. To illustrate this
point we ask
you to consider the following.
Example
1:
- It
is Government policy to reduce costs by relocating staff out of London.
(Up
to 20,000 civil servants will be relocated from Whitehall with
savings to the
taxpayer of an estimated £2bn over
15 years).
- The Land Registry is
forcing a couple of HR staff to relocate from Coventry to Nottingham
and recruiting extra staff in London.
Example 2:
- The
purpose of Job Evaluation & Grading Support (JEGS) is
to measure jobs not job holders.
- The Land Registrys'
interpretation
is to
carry out a JEGS
and discover that the Personnel Manager is doing the work of a higher
grade and
then give them a promotion. (Elsewhere in the Agency staff compete for
the new
grade).
